In 2024, the FTA Index results covered 63 provinces. In 2025, the FTA Index results covered 34 provinces following the reorganization of provincial-level administrative units under Resolution No. 202/2025/QH15 dated June 12, 2025, of the National Assembly. Because province names, boundaries, and the number of provinces changed, progress in 2025 cannot be directly assessed against 2024 for each province. Year-on-year comparisons and assessments of improvement for each province will begin in 2026.
