In 2024, the FTA Index covered all 63 provinces and centrally governed cities. Following the reorganisation of provincial-level administrative units under National Assembly Resolution No. 202/2025/QH15 of 12 June 2025, the 2025 Index covers 34 provinces and centrally governed cities. As the reorganisation changed the names, boundaries and number of provincial-level administrative units, the 2025 results cannot be directly compared with those of 2024 for individual localities. Year-on-year comparisons and assessments of progress at the local level will therefore begin in 2026.
